MITCHELL H. FRUMKIN, P.E., P.P., R.S.
PRESIDENT

Mr. Frumkin is President of Kipcon Inc., an engineering consulting firm headquartered in North Brunswick, New Jersey. The firm was founded in 1986 by Mr. Frumkin. He is a Licensed Professional Engineer in twenty states including the State of New Jersey. He also holds the designation of Reserve Specialist. He has a Bachelor of Science Degree in Civil Engineering from Tulane University and a Masters Degree in Business Administration from Rutgers University. His firm specializes in providing engineering services to community associations throughout the east coast. These services include Transition Studies, Risk Management Studies, Reserve Studies, preventive maintenance programs and design services for a wide range of restorations and upgrades. In addition, the firm provides civil and structural engineering services to a wide range of clients.

Mr. Frumkin is a frequent speaker and writer on the state and national levels for the Community Associations Institute (CAI) as well as other organizations. He is currently serving as the Chair of a joint task force between CAI and the National Association of Home Builders (NAHB) dealing with the “Transition” of Community Associations from developer to homeowner control. This task force has just recently published a best practices paper dealing with Transition which is available to be downloaded from the CAI website www.cairf.org at no charge.

He is a current member and past chairman of CAI’s National’s Reserve Professionals Committee and editor and contributing author of the Guide for Association Practitioners (GAP) report, “A Guide to Replacement Reserve Funds and Long-Term Reserve Funding.” Mr. Frumkin served as Chair of this Committee during the development of the “National Reserve Study Standards of the Community Associations Institute” as well as the “Reserve Specialist” designation. In 1998 he was awarded the national Presidents Award for these efforts. Mr. Frumkin serves as a reviewer for the American Institute of Certified Public Accountants (AICPA) in regards to Reserve Study issues. In 2003 he was involved with rewriting the chapter in the AICPA’s “Common Interest Realty Associations Guide” regarding “Future Major Repairs and Replacements”. He was recently published in the 2004 Edition of the book titled “New Jersey Condominium and Community Association Law” in the newly included section titled, “Reserve Studies”.

Mr. Frumkin served as president of CAI’s National Research Foundation in 1997 and most recently as President of The Community Associations Institute in 2002. He also served as President of the New Jersey Chapter in 1995 and was inducted into their Hall of Fame in 1998.
